Cloned SIM in Mutiple UEs for 3G Data (HSDPA)

Dear Friends,

In my country people are used to buy one Data service SIM card and clone it to many copies and using them parallel to access internet via HSDPA, it'll work simultaneously when they are in the same LAC. I'm unable to trace it in back-end to get to know how it happens because we are not partner for them. If anybody know the loophole behind this please explain.

but if they use sfiftly is possible..

it is similar to EVDO (just NAI and PASS is okie)
