IUR problem SHO SR =0% between two RNCs

Hi Lads,
I have a problem with all border cells between 2 different RNCs where the soft handover SR on all adjacencies in one direction is 0% which on the other direction about 90% (which is still low).

Do anybody have any demonstration for this?

Have you check the relevant SHO parameter inter RNC? such as the SHO cross IUR trigger enabled or not?
