I think once I saw in some brochure a tool which takes measurement reports data from the users in the networks and maps it according to their location. Idea is that over time it will collect enough data to give you plots of coverage and then you can check coverage per SC and there is no need for drive test.
Anyone heard of such a tool, I can't remember the name of the company that was advertising this.
