i use tems9.1. i uploaded the file,the rate is 45kB/s.maybe it use the R99 mode?

how to set it to upload by hsupa mode?

45 kBytes or kbits ?
Because 45 kBytes are 360 kbit's.
R99 can do 128kbit in UL so may be you're already in HSDPA/HSUPA mode.
