UtranCell_RrcEarlyReject alarm in ENM

i have this alrm in ENM UtranCell_RrcEarlyReject, severity is warning, in description says ET_QUALITY_OF SERVICE_ALARM. can someone explain to me what this alarm means, when it triggers, is it service affecting, and how is it impacting on users?
