Connect the power cable to the SeeGull IBflex scanning receiver and to the car Power Socket or insert the battery pack for in-building testing. After the power is applied, the SYS LED on the receiver blinks orange. After a short delay, the light turns green. If the light turns dark red, the unit has failed the power-up test. Please contact Customer Support.

In other words, If the scanner is out of warranty, it is good as dead.

The constant red light on the SYS LED of the PCTEL IBFlex scanner indicates a system error. This error can be caused by a number of factors.

A problem with the scanner's firmware
A problem with the scanner's hardware
A problem with the memory card
A problem with the power supply

Try below to troubleshoot the issue
Check the scanner's power supply to make sure that it is providing enough power.
Try connecting the scanner to a different power outlet.
Try restarting the scanner.
Try updating the scanner's firmware.
Try resetting the scanner to factory defaults.

I'm not an expert
but maybe you just need to connect GPS and show satellites, for time fix ?

Also, I heard that the device works with the phone,
but I would try to buy a laptop and connect it to it.
maybe someone will take a look at your txt/tsi logs.

or send it for repair.
to manufacturer, or there are several guys on the forum doing repairs.
but this is shipping to another country.

p.s. I don't do repairs or support. just my mind's.
