Please suggest parameters level for Nokia UMTS CS DCR improvement

I'm no Nokia expert, but the changes bellow have helped me in the past. These are standard parameters/features, so they should be available in Nokia.
-Increase reportingRange1b / decrease timeToTrigger1b. These may cause an increase in SHO overhead.
-Enable Call Reestablishment
-Make sure neighbor relations are optimized
