is there any way to have KML/KMZ files above Bing maps similar to Google Earth with KML Sites showing sites name, sector directions, etc
but with Bing maps in the background

Try SASplanet, you can open kmz/kml with different maps in the background

kindly when I import KML file, it display Site sectors Transparent without colors
while by default it has colors
any idea, how to fix it

Thruly said, i use this soft to test my gpx for navitel, so cant help
Only one advice, try to find tge fix, if you dont know that this is impossible, it is mean that islt is possible
