Optimization network by information collect by Google, Facebook

I guess Google/Facebook collect related to customer experience (video resolution, stalling rate, throughput...); network condition (signal strength, RAT type, coverage...) and location information.
Does Google or Facebook share above information with mobile operator to support mobile operator optimize their network?
Do you have any experience, please share!

Yes, at least for facebook, you have to approach them and sign a service contract, other better options are umlaut
