2G LAC Change lead to Non radio drops

Dear Experts,
Radio team applied LAC change on site on the border, after the action the site have 100 % non radio drops while all CGI definitions on BSC and MSC is correct; could anyone can support please?

Please check external Cell definitions in the target BSC.Also do check the outer cell definitions in the Target MSC...
