I was looking for the "RRC Reconfiguration" Message that is sent down from the eNB with R15 B1 measurement so the UE can start to do B1 measurement report to start the ENDC - sGNB bearer add.

Using this with a 4G LTE Samsung Galaxy S7, I can see L1/L2/RRC/OTA.

Note, make sure that the device you are using have Qualcomm Chip Set.

There is also a way to enable "engineering Mode" on the Samsung UE to look at lots of internal text logs (Radio, Band Info, Boot, LogCat, Dumpsys, SIP Registration, etc.).
