We have similar issue especially Pro max that even receiver signal is weaker , contacted Apple support but they are careless responding which is big shit for Apple.

My last finding in IPHONE 11 Pro Max is too much / excessive service request / call.

My mobile service provider also encountered some customer feedback that the iPhone x / xs / 11 4G network was full but could not call and come!
