Consider activating 256 QAM in the DL. Also, smaller cells improves S/N at the UE, thereby improving SE and capacity.

Identify the traffic hotspots. If there are indoor area, venues try to deploy Small-Cells with Huawei AtomCell or DAS...If the spots are outdoor, use Lampsite solutions. Remember to set the layer and the reserved PCI set for indoor & Small-Cell apart from the macro-PCI. That way, the additional layer & coverage can capture more traffic and reduce load on Macro-sites. Remember to use all-MIMO for Indoor/Small-Cell solutions also.

in case of multi-layer \network you can use MBOCS on huawei , that can improve SE.
But my consern is what are you exactly calling SE , please share with me the exact counters to be calculated.
