Radio Planning Vs Radio Design

Anyone can explain the difference between Radio Planning and Radio Design ?

Good question.
I recognize that sometimes they can be mistaken.
But this is my view (maybe I'm wrong).
What I understood is the following:

- Design: Task in which we calculate the grid of base stations according to the required RF and Capacity requeriments
- Planning: Task in which we calculate the operational parameters (BS identification parameters, SC in 3G, PRACH, PCI in LTE, IP addresses.....)
That is, once we have the BS positions (design) we have to perform a network planning.

What does your question the difference between "Radio Planning Vs Radio Design" fasting Network Planning?
This question refers to the Atoll?

It is the same. However, based on context one could refer to planning as referring to Cell planning where one estimates the uplink& downlink budgets, the coverage and capacity. Design could pertain to the no of base-stations needed to cover a population or geography and the associated backhaul links.
