How did you confirm that Actix didn't decode all messages?

Please see the screenshot above:messages in red rectangle: you will see that some messages are not properly decoded and putted on actix as memory cases (0*xxxxx)4226542266

Issue on *H licenses that you can not know exactly the feature name (the length also is not the same as per *A -> *F): look at screenshot made with lsdecode 9.5

as seen your feature name "63ra5c2DUIIq03fCdDDxaARW" (most of users are using this because they should have come from the same source), i can sure this feature is not the correct feature for 5GNR. The gen can be work, the program can open but the maker has not known how much capabilities of this program.

What I can confirm to you is that L1/L2 5GNR are shown on new act*x, but not L3 (i compared the same logfile with accuver xcap: RRC are shown).
