I want to change fan speed of rack APM30 and change another setting .

how to change fan speed of apm30 and rfc cabinet in mml command ?

You cannot change the fan speed that simply.

The important thing is that all cabinets and boards, and their TCU (Temperature Control Unit), and/or FMU (Fan Monitor Unit), needs to be added and configured first. If that is done, the cabinet controls the fan speed to its factory defined temperatures.

In an APM30 cabinet, there is usually a TCU which you need to add (ADD TCU), that unit communicates via RS485, so first you need to scan for the address (SCN RS485). After you added the TCU, you can query the available TCU/FMU modes with DSP TCMODE command.

Based on the output and your usecase (not all options can be applied), you can now modify your TCU config with MOD TCU, at the bottom you will find the Temperature Control Mode, the default mode is 0. This is the list of available TCU temp control modes of my APM30 VER E cabinet TCU options:
