LTE latency calculation

Dear colleagues,

I am trying to evaluate the average latency for cells in a LTE network.

I've read the 3GPP specifications, and I understand the basis of the latency phenomenon, but I can't translate it to real counters for Huawei or E// for example.

I assume that each LTE user experiences a certain latency during his data transmissions, depending on many factors such as the radio channel quality and others and that it is difficult to calculate (perhaps with call tracing or layer 3 messages).

But perhaps at cell level, it could be easier via OSS counters.

Does anyone know which counters can I use to calculate the average latency for a LTE cell?
