counters: uplink SIR BLER/BER

Hello,

Please, do anyone know if it is possible to get this values in uplink for E// 3G? If so, are they available from the OSS or from other sources?

- Signal-to-Interference ratio (SIR)
- BLock Error Ratio (BLER)
- Bit Error Rate (BER)
