below is description of the counters
DescriptionDownlink transmit power is allocated dynamically by the eNodeB at the MAC layer within each TTI. The transmit power of only the PDSCH is involved in these counters. In LTE-TDD, if the TTI at a sampling point is an uplink subframe, the measurement is sampled at the closest next downlink subframe. The counters measure the maximum and average downlink transmit power respectively. They are used to analyze the usage of PDSCH power.

Measurement PointsThe downlink transmit power is sampled per second. At the end of a measurement period, the maximum or average of these sampling results is used as the value of the corresponding counter. Note that for SFN cells and combination cells, the average downlink transmit power of all physical cells is sampled.
