I want to decode the E******* LTE Cell Trace binary file (generated with OSS) and save the parameters of some EVENTS (for example INTERNAL_PROC_UE_CTXT_RELEASE event) as a CSV file.
What software can do it?

Some tools like Xeus or Actix will treat you well.
Due to lack of Xeus license supporting, Actix is more realistic :p

The Actix decodes but does not convert to csv files.

U can use OSS embedded decoder for this purpose
