Some suggestions:



Enable HSDPA Dynamic Code ALlocation and configure HsPdschMinCodeNum=1 (MOD UCELLHSDPA)
Expand HSDPA Codes (15 per sector)
Enable Load Reshuffling (LDR) for code tree (MOD UCELLALGOSWITCH:CellID=xx, NBMLdcAlgoSwitch=CELL_CODE_LDR-1; // MOD UCELLLDR:CellId=xx, DlLdrFirstAction=CodeAdj;)
Enable the SRB over HSDPA feature
Offload traffic towards neighbor cells by adjusting the Cell Individual Offset parameter
Add additional carriers
