2G to 4G cell reselection Enabling - Huawei

Dear,

Is the only way to enable 2G to 4G reselection is by doing cell to cell neighbor planning in a Huawei network ?

For nokia, it's possible to send only LTE EARFCN and priorities in si2quater msg to enable 2G to 4G reselection
