You could check these counters for SCTP Link Retransmissions from the eNodeB side:

VS.SctpLnk.RePkts: Number of chunks retransmitted from the SCTP link
DescriptionThis counter measures the number of chunks retransmitted from the SCTP link within a measurement period. It indicates the transmission capability of signaling services.

Measurement PointsThe number of packets retransmitted on an SCTP link is sampled per second. At the end of a measurement period, the sum of these sampling results is used as the value of the corresponding counters.
