Sleeping or RACH CBRA Degraded Cells Detection

Hi Experts,

In LTE we have been observing quite frequently the subject issue, is there any possibility to detect and set any alarm trigger to catch such cases automatically.

we are working for E//** in release is 16A. I will be very thankful for your swift replies.
