Normally once source ENB send HO request to Target, in the meanwhile if UE reports some good measurement reports for source cell then source will cancel the handover as the Radio conditions have improved.

But this is one of the many reasons.

We have the same issue in some cells (Nokia FL15A) : X2 Fail out HO cancel (raison : ho-target-not-allowed).
Please your recommendations

For this issue i think you have to activate the X2 switch handover. check

I dont know the parameter name in nokia, but for sur there is a switch for each type of HO includes X2 Switch S1 switch, ...etc. it's just on / off

What could be the problem in X2 of such raison ?

Hi Jullien, what is netact name or counter number are u talking about ?

Seems to me by counter name the target eNb doesn't allow HO, so check the targeted eNb, probably also if you have any loadbase HO triggered so the load of the targeted eNb is higher than the allowed threshold.
