Hi,
it should give the correct IE in below format:

for eutran:

< E-UTRAN Description struct > ::=
< EARFCN : bit (16) >
{ 0 | 1 < Measurement Bandwidth : bit (3) > }
{ 0 | 1 < Not Allowed Cells: < PCID Group IE > > }
{ 0 | 1 < TARGET_PCID : bit (9) > };

what is the TDD version you are using, try updating so that the lte package will download,

hello,
the layer 3 messages are bit packed and any tools should fit the bits to message structure
if you look at the TDD results you can see the value of
81674 which is 10011111100001010
and if you look at the first part 10011111100 =1276
So I think TDD doesn't convert just that structure part to proper format and it is just shown as a value

You can look at the ASN1 bitpacking algorithm in 3GPP and layer 3 messages structure but it would be a waste of time

I think that is a simple programming issue in the tool ( TDD)
