What's the impact on Handover SR in case of a lot of cells
BA2 List set to Manual !

Some friends claim it has negative impacton HOSR
but I don't understand their point of view

it is very simple as BA1&2 if not set to auto there will be dependency in BCCH between idle mode and dedicated mode , plus when BA2 is set to manual when neighbour add and BCCH is not in list you will have no Handover for those cells :missed BCCH".
