No Frequency Hopping, Better RXQuality ?

Dears,
we've faced something weird. once we disable FH, RX Quality improved greatly and only HSR degraded. is there anything wrong with parameters or frequency/HSN plan is bad?

Check your HSN/MAIO planning, check the loading of network, Enable/disable FH at Busy hour of the day and see what's the results (By DT or NPO), HSR degraded when there is no FH could be due to overshooting. First these basic things needs to be checked....
