Is it Mandatory to have Same PSC for Dual-Carrier Cell to support HSPA+ ?

I am just wondering, since I could not find it; is it mandatory that both cells (co-sector) should have the same PSC to establish DC-HSPA call ?

No need.But the cells need to be defined in the same UL/DL RSG in NODEB.For non adjacent Frequencies you can use flexi DC HSPA

no need to have the same PSC but:
tcell should be the same
both cells should be on the same sector to get maximum performance
both cells should be manged with the same BB pool it means both should be processed with the same HW

Yes as far as i know C1 and C2 of same cell have same psc.
