TCH BLOCKING & HARD BLOCKING comes very high

Hi. Please help me.. actually there is an event is going on. So some major sites of that event carrying traffic in a very huge amount for that reason mine both blocking drastically increase... I already increase the capacity of site by adding more trx addition. But still my blocking is very high.. kindly suggest me some parameters or some other way to optimise these sites perfectly.

To be specific: slide # 27:
Solutions for removal of TCH Blocking:
- Implement half rate or dual rate
- Check FRL & FRU
- Add another TRX
- If TRX addition not possible, try to share the traffic of that cell with the neighboring cell by changing tilt or orientation

What vendor? I have old Siemens and GPRS is giving us congestion as huge number of pdchs are taken. This triggers directed retry if you have a tch call and this sometimes gets in our way
(Before a downgrade of ps resources) well I'm not sure about your priorities...
