As far As I know there is not any server can offer this because FTP is stressing the server and using its total bandwidth.
Even if you can find one server like this is not advisable because the result can not be correct if someone else is using the server in the same time with you.

The proper solution is to build your our server.

For ftp://speedtest.tele2.net (ftp://speedtest.tele2.net/) u dont need any username or password to download files. Please visit sites,they have given instruction there
