Hi,
Probably you are talking about cfnOffsetMargin value . Default value is 40 but best practice shows 80 is optimal value. Any further clarification let me know

Yes. The configured parameter value and the calculation of activationtime sent in L3.

we see a large degradation in RAB setup delay (50%) after chabging from 40 to 80 what do you think @electron

That is the tradeoff you have to take into account. Either good RAB establishment success rate due to allowing more RLC PDU retransmissions of the RRC RADIO BEARER SETUP message or faster RAB establishment with the risk, that the UE was not yet ready at the activation time, because it did not yet get all RLC PDUs of the RRC RB SETUP message in bad radio conditions.
For customers the 40 x 10ms = 400 ms additional call setup time will not be bad. It is just a topic, if you have to be fast for some benchmark tests ...
