Force H2D for UEs with bad ECNO - Huawei

Is there any way to tigger H2D transition based on UEs ECNO and not only traffic ?

To allocate DCH to UE with poor coverage

i know the parameter for turning E-DCH to DCH by EcNo EcN0ThdForBaseCoverE2D but i still havent found for the HSDPA part
