how to measure it too? any counters? tools

How to improve Latency

UMTS latency is a big problem that have different factors in it.

1-) RTWP or UL load could be a factor in Latency
2-) IUb problems also can add to that
3-) transmission problems
4-) firewall problems
5-) Router problems etc

You could open the ping in IUb to check the counters and the delay and see if there is any problem there.

Also SRB over HSUPA can help improve latency as other UL features if it is radio access part reason.

Best way do a step to step network(open network topology) check in order to identify the part that has your problem.

SRB over HSUPA and all the features that help you lower the UL load will help in latency.
You need to work with transmission guys about this in order to do a test.
you can measure the points before and after the router/firewall in order to see if there is any problem.
