High M1002C93 - with clean AC PS RAB

Dear Experts,
I have high number of M1002C93 (NRT DCH REQ FOR PS CALL INTERA CLASS REJECT IN DL IN SRNC).
but checking report 073 from Netact (AC Packet Session) there is no fail.
Have you an idea about this behavior ?

compare RRC to RAB counters... more than comparing a single counter..
sometimes you have tx problema rather than AC problem and it rejects specific type of traffic
