1) what's the importance of GCELLBASICPARA Parameter: ENCRY (Encryption Algorithm)
it's mentioned in Huawei doc: The value of this parameter must be the same at both the BSS side and the NSS side.
2) How to confirm the current setting at NSS?
3) what will happen in case BSS & NSS don't have same values?
