I have got a HTC Windfire S phone and I dont use it now. Can I connect HTC Windfire S phone in TEMS or other DT tools?

Which version of TEMS you are using & Look out for the supported phone models list for the version. If your phone is supported then you should enable the diagonistic mode & Modem port then you can use it with tems & agilent.
