Hi Guys,

Does this feature impact the UEs camped on 3G only?

This feature only works for UEs performing CSFB from LTE. This behavior is UE-dependent, based on Qualcomm`s patent, which doesn't mean other manufacturers couldn't use DMCR for normal UMTS operation (non-CSFB).

NodeB vendor is Nokia and we include DMCR in SIB3 and a Samsung S3 apperantly skipping SIB 11 messages while testing in 3G only mode.

If you are mentioning infra-vendor (NOK/ERI/HUA), currently they all support DMCR and this is specified in the 3GPP. If you are mentioning UE manufacturers, I can only guarantee you that UEs with Qualcomm chipset support it, the others I don`t know.

Some UEs also perform SIB buffering for a determined amount of time, so even with or without DMCR active, the UE you are using may already be doing "SIB skipping" autonomously. Keep that in mind.

Thanks. I think you are referring that UE dont need to decode the SIB3 and 11 if it was staying in the same cell.

Hi rosan,

The main of this feature is to skip reading SIB11, SIB11bis, SIB 19 ... in the RACH procedure to go fast to the cell : improving call setup time in 3G and the time of CSFB.

Below the description of DMCR for Ericson :

Deferred Measurement Control Reading:-
This feature avoids reading SIBs with information that can be received at another occasion. Such information is included in SIB11 and 12. The SIB 11 includes measurement control and neighbouring cell list. As soon as a call is setup in E******* WCDMA, intra frequency measurements are started and the information in SIB11 information is retransmitted to the UE. The information in SIB12 regards traffic volume measurements and is only used in CELL_FACH, where SIB12 may also be read.
To tell the UE to skip reading SIB11 and 12 an indication is needed in SIB3, stating that this WCDMA network supports “Deferred Measurement Control Reading”. The maximum time for reading system information without this indication is 1280ms; omitting SIB11 and 12 would decrease this worst case time to 640ms.
As indicated in previous answer WCDMA support of this feature is planned for W12B (WCDMA RAN). No impact in other areas of the network.

SIB3 only indicates that the cell has it active, if the UE is actually using it, you need to check for deferredMeasurementControlReading on the RRCConnectionSetupComplete message.

deferredMeasurementControlReading: 0 -> what does mean the value 0 ? (DMCR is taking effect or not ?)

Hi, Fahmi.

The deferredMeasurementControlReadingSupport in SIB3 indicates the NodeB is supporting DMCR.
The deferredMeasurementControlReading in UL RRC messages indicates if the UE actually is using DMCR (not reading SIBs).

If the UE reports deferredMeasurementControlReading=true, the NodeB will later on send the SIBs which the UE skipped, that`s why it is important for the UE to report if it using or not DMCR, regardless if the NodeB supports it.

8.1.1.6.3 System Information Block type 3

The UE should store all relevant IEs included in this system information block. The UE shall:
1> if in connected mode, and System Information Block 4 is indicated as used in the cell:
2> read and act on information sent in that block.
1> if IE "Deferred measurement control reading support" is present:
2> set variable DEFERRED_MEASUREMENT_STATUS to TRUE.
1> else:
2> set variable DEFERRED_MEASUREMENT_STATUS to FALSE.

8.1.3.6 Reception of an RRC CONNECTION SETUP message by the UE

1> submitan RRC CONNECTION SETUP COMPLETE message to the lower layers on the uplink DCCHafter successful state transition per subclause 8.6.3.3, with the contents setas specified below:
