EXERT only works with office 32bits, but you can have both office 32bits and 64bits.
1.- Install office 2010 32 bits, only excel program and common tools
2.- install full office 2016 64 bits.

After open exert in your excel 2010 32bits.

this worked for me ,
i have office2013 64bit ,
then i installed 2010 (excel) 32bit , and exert now work.

this seems very good, for me I'm using virtual box, an xp virtual machine there with old office 2007 only for exert. I will try your solution and see if it works with me as well.
