Relocation parameters for RNC Nokia

I have a relocation failure from Huawei RNC to Nokia RNC. I want to check if the relocation is supported in the target RNC.

What is the parameters that I need to check for relocation for Nokia RNC ? Can we activate relocation for a specific NodeB ?
