Hi,

Simply do not allow to admit any resources for R99 PS and Speech services by admission control triggers.

that will trigger blocking of R99 services and not allow any R99 service. He is asking for reserving a percentage of power (e.g. 20%) for HSPA services like in manual code allocation, you can reserve some codes for HSDPA.
