Anybody in any operator working in lte nw without vendor specific distrubuted anr featire in nokia and huawei. In this nw how you manage to define nbr and related x2 creation
Looking forward to your solutions practically. Is distributed anr neede or good to have considering an operator is looking for just centralized son solution wo any vendor specific son feature underlying

Regarding ANR utilization: my opinion is that if your vendor have good ANR features, go with it. NOKIA on RL70 and Huawei on eRAN6/7 is the case. The features can handle both Intra-LTE and Inter-RAT with UE-Based procedures (reportStrongestCell), which virtually is error free.

Regarding NL creation without ANR: if your GSM/UMTS neighbor list is well optimized, than you can use it as reference for the LTE neighbor list, both Intra-LTE and Inter-RAT. If not, than you can implement algorithms based on latitude/longitude in order to create different cell-radius areas (cells within 1km are priority, than 2km, 3km, etc.. remind to consider the frequency band) and combine with azimuth information. After the NL is deployed you can audit it with per-relation counters to see which relations are performing poorly.

Regarding NL creation without ANR , is there a way to define intra-LTE intra-band neighbour definition with means of centralised 3rd party SON tools without any
ANR distributed feature activated. CTR or megaplex based internal tracing could be used like similar in 3G , or without ANR feature no tracing data could be utilised either
in Huawei or Nokia ?
