Drop Call In UMTS - Cause No. 19 - no answer from user (user alerted)

Dear all,

I have a case of Drop Call: Cause No. 19 - no answer from user (user alerted)

Test Case:

- MS1: MO Call in UMTS
- MS2: MT Call in GSM

Call dropped when RF condition is good. So what is the reason of this case?
