Carrier aggregation very slow to add Scell

Dears,
in our network , we have noticed a certain delay (2 seconds) before the activation of scell in carrier aggregation .our network is huawei eRAN6 .

could you advice me how to decrease the triggering time of the second carrier.we already set CarrierMgtSwitch to OFF and we set CarrAggrA4ThdRsrp (http://localhost:7890/pages/GEC02288/10/GEC02288/10/resources/EN/LTE_FDD/eNodeB/Para/mml/ratL/para/CaMgtCfg-CarrAggrA4ThdRsrp.html), to a very low value.

Make sure that Blind Configuration for SCell is enabled.

but in eRAN 6 there is no blind configuration
