Dear,
If a network is not loaded, normal, acceptable RTWP Average value is generally around -105 dBm.

What's RTWP Normal values

RTWP = thermal noise + nodeB noise figure + own cell interference + other cell interference + external interference.
Thermal noise ~ -108 dBm
Nowadays NodeB noise figure value range is 1.6 - 2 dB
--> in unloaded network (midnight) and no external interference RTWP is about -106 dBm.

-106 to -102 are normal values.
above -100 are not good and also below -108.

also need to make a comparasion between different carriers of same cell,
values normally should be closer than 6 dB

In LTE its name is Interferenceavg and it should not be greater than -102 in worst case.
the normal values are -118/-117

I do not think so!!!
For LTE 5MHz, thermal noise = -107dBm;
For LTE 10MHz, thermal noise = -104dBm;
For LTE 15MHz, thermal noise = -102dBm.
Uplink RSSI/RTWP can not be lower than thermal noise.

I think both of you right, but I think have a litte bit different. The uplink received interference power in LTE, including thermal noise, is measured within one physical resource block’s bandwidth. It mean it measures based on only 180 kHz. Hence thermal noise ~ 121 dBm/180 kHz. Belongs to eNode noise figure, we can get the value in low load network.
