I think it's should be UE-AMBR / APN-AMBR
An Aggregate Maximum Bit Rate (AMBR) is used by the EPS to limit the total bit rate of a group of non-GBR bearers. AMBRs are categorized as follows:
UE-AMBR: per UE aggregate maximum bit rate. Bandwidth management based on UE-AMBR limits the total bit rate of all the non-GBR bearers created for a UE.
APN-AMBR: per APN aggregate maximum bit rate. Bandwidth management based on APN-AMBR limits the total bit rate of all the non-GBR bearers created for a UE under an APN.
