Prevent F3 cell selection ?

What is the best way to prevent the selection of the F3 (discontinious layer in the network). so F3 will be used only in connected mode ?

Another choose for you, you can set UE on F3 always search inter frequency (sInterSearch=0) and set highest priority for neighbour cells (offset).

But I think if you use HCS you can get higher utilization for F3. Put UE only on F3 while UE have very good quality, and change to other frequency as soon as when signal drop below the threshold.

Hi,

Another solution is for F3 which has discontinues coverage restrict reselection according to EcNo measurment which is default value in idle mode behavior. You may change qualMeasQuantity to RSCP with aggressive value for qRscpMin also.
