Have you tried cloud rf or xirio-online ? they have online tools with pricing based on a time period or per calculation.

http://www.xirio-online.com/

ATDI.com, edx.com or Wrap.se may also help you out with an educational license.

Planet, Atoll, Asset or Ibwave (for indoor) are more popular softwares but have no examples or references documents for Tetra available.

For a thesis you probably need an officially licensed product as you will be putting your name out in public with the work, or you could ask a local cellular company to let you play with their software outside of business hours.

The best tool for TETRA planning is ICS Telecom. you can find it in the forum.

This version of ICS is an older trial, but also includes the mapping and some tutorials - I hope it helps

Most TETRA Infrastructure vendors that I've worked with them use ATDI ICS Telecom for TETRA Network Coverage Planning. But I have been using ASSET for TETRA Coverage Panning and I am happy wit it even more than ICS Telecom

I've used ICS, Asset and Mentum for it and all tooling is useable.
After all it's just 2G technology with a twist :D

I agree with DCA. Using Mentum Planet for TETRA Networks myself, just select TDMA technology and tweak frequency band as required in your country.

You can use the Atoll for planning TETRA. Check this forum.
