As i know from standard that MS should wait T3126 after receiving "Imm Ass Reject" waiting for "Imm Ass" message to continue

in some cases MS waits and receives Imm Ass then sends "CM Service Abort" so the network sends Channel Release !!

know why?

CM Service aborts usually come in one of two types - immediate and with some delay.

Immediate is usually at the same instant the CM service request message is sent. Usually when that happens we put it down to a UE error - there is no chance for the network to to issue a denial of service, and even if it did, there is no time for this to happen as the service request has just been sent.

The other is after some sort of a delay. Networks are not perfect things - if there is an abort after some sort of delay it is usually because there was something in the network side timing out - core or RNC problem. It's always been a bit unclear - if this sort of thing happens a lot on a cell, get either a CTR or a UETR in the case of an individual mobile thats having problems. Only after looking at the traces will you get a good picture.

Remember - instant CM Service aborts (after service request has been sent) you can discount from any stats or analysis. Hope this helps.
