If you want to do it manually, try using RF_tool mbx in mapinfo, just prepare your Freq Plan and Reuse Pattern Strategy

You can use AFP module in Atoll. simple and very effective tool.

what is reason to have alternative AFP tool? optimi is the best AFP tool .
